New Regulations Approved - State to Use CHPS Criteria for Prop 1D High Performance Incentive Funding

New regulations were approved at the August 22, 2007 California State Allocation Board (SAB) meeting that determine how $100 million in high performance school incentives will be spent. The program will fund new construction and modernization projects that promote the efficient use of water, natural resources and energy, and also provide superior indoor air quality, acoustics, and lighting. California voters approved the incentive package under Proposition 1D back in November 2006. The funding is part of a larger $10.4 billion package to upgrade public schools, including kindergarten through twelfth grade, community colleges, and state universities.

The new regulations identify the CHPS Criteria as the basis for distributing the incentives. “It was important for us to ensure that the adopted criteria would allow us to run a really smart program – distributing funds to projects to take a good facility and make it a great facility, an ideal school that is both energy and resource efficient and an overall healthier and more productive environment for children to learn in,” said t he Office of Public Schools Construction (OPSC) Executive Officer Rob Cook.

The requirements for participation in theProp 1D incentive program differ slightly from the CHPS Program requirements. They have been sent to the Office of Administrative Law for approval. OPSC anticipates funding to be available in October 2007 if there are not delays.

Agenda Updates
Speakers: We are happy to welcome Jack O’Connell, California’s State Superintendent of Public Instruction, as a speaker at Greentools. Superintendent O’Connell was elected to a second four-year term as State Superintendent of Public Instruction on June 6, 2006. As chief of California’s public school system and leader of the California Department of Education, Superintendent O’Connell has focused on closing the achievement gap and preparing students for a rapidly changing global economy by holding high standards for all students. He is a strong supporter and facilitator of partnerships between schools, businesses, communities, and philanthropies in order to engage students with challenging, real-world education experiences.
