How does CHPS Verified work with California's Prop 1D incentive funds?

What are the benefits of becoming CHPS Verified?
  • Participation will ensure that a school project has the required high performance features to realize the benefits associated with a high performance school (i.e. increased health, productivity an student performance, decreased operating costs, energy savings).
  • Participation will assist in obtaining incentive funding (i.e. Prop 1D). Click here to learn more.
  • 3rd Party Review - Projects have the option to have their construction documents, scorecard and supporting documentation at both the design and construction phase assessed by an independent reviewer. Accountability will rest not only on the school district and design team but also on CHPS and an assigned 3rd Party Assessor.
  • CHPS Oversight and Submittal Screen - CHPS staff will be available for non-CCI questions and will screen all submittals at the design and construction phases for completeness prior to review to speed up review time.
  • Recognition - CHPS will recognize each participation project with a plaque and on its website. CHPS will participate in school opening ceremonies as well as use the project in case studies based on project and availability.
  • CHPS Verified helps design teams manage the design and documentation process with tools for project oversight, plan review and resources. Each project will receive:
    • Individual Project Website - Allows for electronic submittal and includes project tracking tools (i.e. timelines, chat rooms, to do lists). All project reviews will be done online. NO paper submittals necessary.
    • Project Scorecard - The projects scorecard is a series of linked templates that can be used to track progress with the CHPS Criteria and to assign responsibility amongst team members. All submittal requirements for CHPS and Prop 1D are listed on the templates and they allow for all calculations to be performance within them. CHPS has done the work for you - you just fill in the blanks.
    • CHPS Criteria Interpretations (CCI's) - Each project will receive up to 3 Free CCI's.

How much does it cost to participate?
Verification Program fees are listed in the table below. Fees are subject to change. A project is responsible for the fee structure in place at the time of project registration. CHPS Criteria Interpretations (CCI's)
The first three CCI's for a registered project are free. After three CCI's for a registered project, or for any non-registered project the fee is $250 for each CCI.
Appeal Process
After Phase 2 and Phase 3 reviews, a school district or design team may appeal decision made by a 3rd Party Assessor or CHPS for a fee of $500 per prerequisite or credit appealed.
 

What are the requirements & deadlines?

Before getting started, make sure you understand what is required and the deadlines. Review the CHPS Verification Program User Guide and the Verification Scorecard and Documentation Templates.

1. The CHPS Verification Program User Guide outlines all of the necessary information needed to get your project CHPS Verified. The user guide outlines the three milestones in the program, 1) Project Registration and Submittal Screen, 2) Design Review and 3) Construction Review.

2. Verification Scorecard and Documentation Templates outline all of the submittal requirements for each prerequisite and credit in the CHPS Criteria. The version available for download is locked, meaning that you will be unable to input information. An unlocked and project specific version will be available for registered projects on their project website.

How can I register?

Register your CHPS Verified project today! There are two steps to registering your project:

1. Complete project application worksheets I through III and email them to info@chps.net (please put "Register My CHPS Project" in the subject line) or mail the worksheets on a CD to the address below.

2. Complete the payment form and fax it to 415.957.1381 or mail it to the address below.

How does CHPS Verified work with California's Prop 1D incentive funds?

The Verification Program was created to support incentive programs and to ensure that funding achieves the desired high performance results and benefits for students, teachers, school districts, community members, and other school occupants.

The primary program to promote high performance schools was approved by California voters in the November 2006 election. Proposition 1D provides $100 Million in incentive grants for K-12 high performance schools. In order to receive a share of the funding, the school project will need to be eligible for state funding and meet the respective CHPS Criteria. The incentive grant is a percent increase in the base grant offered from the California State Allocation Board (SAB) for public school projects and varies with the number of CHPS points achieved.
